whats the difference between a quartz tag heuer and a cheaper quartz swatch watch?

Tag heuer quartz i refer to aquaracer series.

Quartz is quartz is quartz. You can get a Super Quartz in some brands (ie. Brietling) which are supposed to be much better. The real difference since the battery will be pretty much the same, is the materials used. A Tag will last a lot longer than just a generic watch (ie. Fossil). The materials are just made that way. However, you should really consider a non-quartz watch that’ll last you a lot longer (ie. a non-quartz Tag or Omega).
